These Terms govern your use of Water Operator Prep (the "Site"), a free study tool for California water operator certification exams. By using the Site you agree to these Terms. If you do not agree, please do not use the Site.

1. The service

Water Operator Prep provides practice quizzes, mock exams, flashcards, formula references, and related study materials for California water operator certifications, including the Water Treatment (T1–T5) and Water Distribution (D1–D5) programs administered by the State Water Resources Control Board (SWRCB) Division of Drinking Water; the Wastewater Treatment program (Grades I–V) administered by the SWRCB Wastewater Operator Certification Program; and the Advanced Water Treatment Operator (AWTO) program (AWT3–AWT5) jointly administered by the California-Nevada American Water Works Association (CA-NV AWWA) and the California Water Environment Association (CWEA).

The Site is provided free of charge. There is no account, no subscription, and no required payment.

2. Independence and non-affiliation

Water Operator Prep is independent. It is not affiliated with, endorsed by, sponsored by, or in any way associated with the SWRCB, the Division of Drinking Water, the Wastewater Operator Certification Program, the California-Nevada American Water Works Association, the California Water Environment Association, or any other certifying or regulatory body.

References to those agencies, their programs, and their publications are descriptive only and do not imply endorsement. Their names and marks remain the property of their respective owners.

3. Study aid only — not professional or legal advice

The Site is intended as a study aid. It is not a substitute for accredited operator training, on-the-job experience, the regulations themselves, or the candidate handbooks each agency publishes. Nothing on the Site constitutes legal, regulatory, engineering, or professional advice. Always confirm operational and compliance decisions against current regulations and the guidance of qualified personnel.

4. About the practice content

All practice questions, flashcards, mock exams, explanations, and other study content on the Site were written independently against the topic areas each certifying body publishes (such as the SWRCB Expected Range of Knowledge for Treatment and Distribution, the SWRCB Wastewater operator content outline, and the CA-NV AWWA / CWEA AWTO candidate handbook). No question or answer on the Site is taken from any actual examination administered by any certifying body. Real examination questions are confidential and will not appear here. If you believe any content on the Site appears to derive from an actual exam, please contact us using the address below so we can review and remove it.

Performance on the Site does not guarantee a passing score on any actual examination. Results from the Site are not a credential and should not be represented as one.

6. Intellectual property

The Site, including its text, code, layout, and original questions and explanations, is owned by Water Operator Prep and is protected by copyright and other intellectual property laws. You may use the Site for personal, non-commercial study. You may not reproduce, republish, sell, or build a competing study product from the Site's content without prior written permission.

Official agency formula sheets and similar government works that are linked or hosted on the Site remain the property of those agencies and are made available for the convenience of operators studying for the exams.

7. No warranties

The Site is provided "as is" and "as available," without any warranty of any kind, express or implied, including without limitation warranties of merchantability, fitness for a particular purpose, accuracy, completeness, non-infringement, or availability. We do not warrant that the Site will be uninterrupted or error-free, that defects will be corrected, or that the Site is free of viruses or other harmful components. We make no warranty regarding study outcomes, exam performance, or pass rates.

8. Limitation of liability

To the maximum extent permitted by law, Water Operator Prep and its operator shall not be liable for any indirect, incidental, special, consequential, or punitive damages, or any loss of profits, revenues, data, or goodwill, arising out of or in connection with your use of the Site, whether based in contract, tort, statute, or any other legal theory. Our total liability for any claim arising out of or relating to the Site shall not exceed one hundred United States dollars ($100). Some jurisdictions do not allow the exclusion or limitation of certain damages, in which case these limits apply to the fullest extent permitted by law.

9. Third-party links and services

The Site may link to third-party websites or services (for example, official agency certification pages, sponsor sites, or a tip link to Venmo). We do not control those services and are not responsible for their content, policies, or practices. Use of those services is at your own risk and subject to their own terms and privacy policies.

10. Sponsorship and advertising disclosure

The Site may occasionally display sponsorship slots from companies serving the water industry. When sponsored content appears, it is clearly labeled as "Sponsored" adjacent to the creative, in line with the Federal Trade Commission's Endorsement Guides (16 C.F.R. Part 255). Outbound links to sponsors use the rel="sponsored" attribute. Sponsorship does not influence the practice questions, explanations, or other study content, which are written independently. We do not currently use third-party advertising networks.

Sponsors are required, as a condition of running on the Site, to comply with all applicable federal, state, and local advertising laws and industry codes — including, where relevant, the laws and codes governing advertising of alcohol, financial products, health claims, and other regulated categories — and to hold any licenses required to advertise to California consumers. Sponsors are responsible for the accuracy and legality of their own creative and claims. We reserve the right to remove or refuse sponsored content at any time and for any reason, including if a sponsor's creative or product is or becomes non-compliant with these obligations.

11. Privacy

Your use of the Site is also governed by our Privacy Policy, which describes what (limited) information we collect and how it is handled.

12. Changes to the Site or these Terms

We may modify, suspend, or discontinue any part of the Site at any time, with or without notice. We may update these Terms from time to time; the "Last updated" date at the top of this page reflects the most recent change. Your continued use of the Site after updated Terms are posted constitutes acceptance of the changes.

13. Governing law

These Terms are governed by the laws of the State of California, without regard to its conflict-of-laws principles. Any dispute arising under or relating to these Terms or your use of the Site shall be brought exclusively in the state or federal courts located in California, and you consent to personal jurisdiction there.

14. Severability

If any provision of these Terms is found unenforceable, the remaining provisions shall remain in full force and effect, and the unenforceable provision shall be modified to the minimum extent necessary to make it enforceable while preserving its original intent.
